Urged Council to appeal to the Provincial Government to settle the transit strike without any further delay.

suggested all District grants, donations or services in kind, go before the Community Services Advisory Committee to ensure applications are examined together and in context with each other.

Urged Council to review and approve the community event grant application for the Pemberton Heights Community Association.

Suggested implementation of a public education process on fireplace emissions and certification of stoves and fireplaces
In support of advancing the Capilano filtration project
Indicated the anticipated timeframe for the biological treatment at the Lions Gate Treatment Plant is too lengthy
Suggested Council consider a public education program and a Leaf Blowing bylaw modelled on the City of Vancouver bylaw.

Suggested the redesigned District Website is less accessible to persons with disabilities than the previous website
Requested Council to review the Web Accessibilty Guidelines and the resources available in making the website accessible to all.

Reiterated his concerns regarding municipal waste particularly at the District’s recycling depot.

THAT the Council of The Corporation of the District of North Vancouver resolves to enter into the Reserve Servicing Agreement, as amended in the July 16, 2001 report of the Director of Corporate Services and dated for reference the 31st day of December, 2000, with the Tsleil-Waututh Nation, also known as the Burrard Indian Band, a copy of which agreement is on file with the office of the Municipal Clerk, and the Mayor and Clerk are authorized to execute the agreement.

THAT the Reserve Serving Agreement be amended in Part 2, section 2.6, by deleting the phrase “legitimate engineering or other concerns” and substituting the phrase “legitimate engineering, transportation or other concerns”.

THAT the GVRD Board be advised:
1) the District of North Vancouver supports, in principle, the proposal to advance the timing of filtration of the Capilano water source;
2) before proceeding with Capilano filtration, the GVRD receive from the Province of British Columbia a clear indication of their support of the amended B.C. Safe Drinking Water Regulation;
3) the GVRD develop a full public consultation process for residents of the District of North Vancouver to be approved by Council; and
4) ozonation with filtration be further investigated.

THAT the foregoing motion be amended by deleting paragraph 2) and substituting the following:

a) Black Bear Neighbourhood Pub; 1177 Lynn Valley Road
Seating capacity increase from 65 seats to 98 seats; and 20 patio seats to no longer be deducted from the interior seating; subject to Building Permit approval for patio egress to the parking lot;
b) Lynnwood Motor Inn; 1515 Barrow
Seating capacity increase from 250 to 277 seats; and 20 patio seats to no longer be deducted from the interior seating; subject to Building Permit approval for increased female washrooms;
c) Maplewood Pub; 1970 Spicer Road;
Seating capacity increase from 65 seats to 98 seats; and 20 patio seats to no longer be deducted from the interior seating;
d) Pemberton Station; 135 Pemberton Street;
Seating increase from 65 seats to 98 seats; and 16 patio seats to no longer be deducted from the interior seating; subject to Building Permit approval for panic hardware on exit doors from patio;

Seating increase from existing 70 to 105 seats; and 20 patio seats to no longer be deducted from the interior seating; subject to improved signage to underground parking;

Indoor seating increase from 175 seats to 220 seats; the patio increase to 40 seats to be considered following completion of the concurrent DVP application; and
2) The other applications received as part of the "bulk process" referral from the Liquor Control and Licensing Branch be deferred until a future Council meeting pending completion of additional approvals required by the District as outlined in the July 4, 2001 report of the Community Planner. This recommendation refers to applications by:
Seymour's Pub (patio area only) - DVP required; egress to parking lot from patio to be provided.
Avalon Pub -Rezoning for increased seating and DVP for patio seating required.

Company and CAW Local 111 representing the striking transit workers, to accept
the recommendations of Special Mediator Vince Ready without further delay and
the TransLink Board be asked to support this initiative.”
